The Business Case Approach (BCA) is the way the transport sector plans, develops and invests in transport activities, including for the upcoming 2018–21 National Land Transport Programme (NLTP).
The BCA is a flexible, principles-based approach to developing business cases, adapted from Treasury’s Better Business Cases.
To support the sector in using the BCA, we have developed guidance and online learning modules. The aim of these resources is to identify core capabilities and skills across a range of scenarios to support people using the BCA to focus on the areas that are most relevant to them.
Business case approach guidance
In August 2017 we launched new guidance on the website about the BCA and how to use it.
The guidance is a plain-language introduction to help business case developers understand the principles and requirements so they can adapt them to their particular situation and proposed investment. It aims to clarify the flexibility of the approach and help business case developers build their case progressively. The guidance includes supporting materials, tools and templates, information sheets and a glossary of terms.
The guidance is designed to work alongside the learning modules.

Online learning modules
Online learning modules have been developed to build capability in and understanding of the BCA, focusing on the principles and behaviours required to develop a successful business case. They also include additional information sheets on specific topics.
Currently available courses are:
- BCA introductory modules
- Point of entry
- Strategic case.
A course on the programme business case phase will be available by the end of August 2017, and training on the single-stage business case will follow soon after.
Learning modules are also available about the Investment Assessment Framework (IAF).
