Authorised access to the register

Anyone can apply for an authorisation from Waka Kotahi NZ Transport Agency to access current names and addresses in the Motor Vehicle Register.

Applications for access are made under section 241 of the Land Transport Act 1998. Waka Kotahi consults with the Ombudsman, Privacy Commissioner and Police Commissioner (our advising agencies) before deciding whether to grant an authorisation. An authorisation should be for a specific purpose and is subject to any conditions specified by Waka Kotahi.

There are a standard set of terms and conditions for the three most common applicant types, which are Vehicle traders, Finance companies and Insurers, and fuel stations. Access under the previous standard terms expired on 31 October 2022. Anyone previously authorised under these terms and conditions must submit a new application to continue to have access from 1 November 2022, unless they are a member of a representative industry body. The conditions of access have been changed to provide additional privacy protections for the current five-year term which began on 1 November 2022.
