Amending the Land Transport Rule: Vehicle Exhaust Emissions 2007

NZ Transport Agency Waka Kotahi (NZTA) sought feedback from the public, vehicle traders, and industry groups about proposed changes to the Land Transport Rule: Vehicle Exhaust Emissions 2007.

New Zealand largely shares its new vehicle market with Australia. The changes proposed will make sure our light vehicle emission standards continue to align with Australian standards. This will allow vehicles made for the larger Australian market to enter New Zealand without modification and added complexity for importers.

Our proposal to add the new Australian Design Rules (ADRs) for light vehicles follows a 2023 update to the Rule where the new ADRs for heavy vehicles were included.

The emission limits in the new ADRs for light vehicles are the same as existing Euro 6d standards already included in the Rule.

What we were seeking feedback on 

We sought your views and insights about the following proposed changes to the rule:

To align our light vehicle standards with Australia  

  • By recognising the new Australian Design Rules as an accepted alternative standard to Euro 6d; and
  • Complete the alignment of New Zealand’s compliance dates with Australia. This change would impact new model light vehicles entering New Zealand that haven’t been sold here before.

Minor text changes

  • Clarify some definitions and clauses in the Rule that have caused confusion to make sure they’re easy to understand.
  • Resolve minor technical issues in the Rule identified by NZTA and industry.
