The Transport Operator Register Online (TORO) is a free, internet-based resource that enables holders of transport service licences (TSLs) to check that only licensed drivers are driving their company vehicles. It also allows licence holders to monitor their drivers' licence status and activities.
TORO users can only get this information with the written consent of each driver they wish to monitor.

TORO provides a higher level of information than Driver Check, including information about driver licence restrictions, passenger endorsement expiries and demerit points.
If you have a TSL, you can transfer to TORO by sending us an email with your postal address details, noting that you are a current Driver Check user and wish to transfer to TORO.
You'll have to get consent from every driver you wish to add to your TORO list, even if you've already got their consent for Driver Check.

Your employer must give you a copy of the signed consent form and hold the original on your personal file. They must also keep the form on your file for six months after you leave their employment. From time to time, we audit TSL holders and ask to see their TORO consent forms.
Sections 199(4) and 199(6) of the Land Transport Act 1998 specify that we can release certain information from the Driver Licensing Register to people other than licence holders.
In addition, some information not covered by the act can be released under the Privacy Act 1993, if you consent to its release.
