It’s about keeping our road users safe

Restricted licence conditions are designed to keep all of our road users safe. Applying for an exemption from those conditions is something we take very seriously. For this reason, we only issue exemptions in very special situations.

These are the kinds of things our exemption team consider when they review your application:

  • Your driving experience.
  • Your level of hardship (your specific situation).
  • Your infringement (offence) history.
  • Alternative options available to you (eg public transport, childcare).

You’re unlikely to get an exemption if:

  • you’re eligible to apply for a full driver licence
  • you’ve only held your restricted licence for a short amount of time (less than six months)
  • we believe there are alternative options available to you
  • your situation doesn’t meet the exemption criteria
  • you have a driving infringement(s)
  • you’ve had a failed or stopped practical test(s).

How to apply for an exemption

To help us make the best decision, there’s a bit of work involved for you when you put your application together.
Here’s what you need to do:

  • Download the application form [PDF, 131 KB].
  • Print and fill in the form. Please make sure you give us very clear and specific reasons for wanting the exemption – this will give your application the best chance of being approved.
  • Gather and attach the evidence you’re going to use to support your application.
  • Send it all in to us with payment of $27.20 (our address is on the form).

The application fee is non-refundable, no matter the result of your application.

Next steps for applying for an exemption

Here’s what you can expect next:

  • We’ll process your application. It may take up to 10 working days.
  • We’ll send you a letter once it’s been processed and let you know the decision.

If it’s declined

You can appeal our decision. The letter we send you will tell you how to appeal.
You can request a review if you have new or additional evidence you didn’t supply in your original application.

If it’s approved

We’ll send you a letter explaining your exemption conditions (you need to carry it with you whenever you’re driving).

Did you know?

If you break the conditions of your restricted licence and you don’t have an exemption for those conditions, your insurance potentially won’t cover you for any damage.

You could also be issued with an infringement for breaking your licence conditions.

Did you know?

If you have an exemption and you get an infringement for a driving offence, you may get a warning and we may withdraw your exemption.
