Construction on the brand-new roundabout on SH1/3 is ahead of schedule, and the necessary nightworks needed for the tie-in phase of the roundabout’s construction have been completed earlier than expected.

Over the past four weeks, crews have been working overnight to align the new roundabout to the existing state highway network. Stormwater drainage, new kerbs, median island and streetlight installation works have also taken place. While daytime traffic has been using the roundabout since February, the section of SH1/3 outside Base Ohakea has been closed at night with all traffic detoured. This allowed crews to carry out a range of works at the same time without live traffic near the worksite, allowing the works to be completed as safely and efficiently as possible.

Crews have now completed the necessary work that was needed under a night closure. From today, the roundabout will be open 24/7 and the night-time closure and detour will no longer be in place.

NZ Transport Agency Waka Kotahi Regional Manager of Infrastructure Delivery, Rob Partridge says crews are currently ahead of schedule as the roundabout nears completion, but there’s still plenty of work to be done on the shared user path ahead of overall project completion date of August this year.

“We’ve had positive feedback from the local community, and we’ve appreciated the support over the past few months.

“We’re asking motorists to continue planning their journey for a while longer, expect more temporary traffic management and to drive carefully through our worksite.”

The roundabout is temporarily operating as a single lane with a 30km/h temporary speed limit in place for the safety of crews and motorists amid ongoing construction. The temporary single-lane layout will remain in place while crews carryout daytime works on the range of safety improvements underway, including the shared user path. It will eventually be line marked to have two lanes in both directions as planned, including turning lanes in and out of Pukenui Road that leads to Base Ohakea.

Upcoming traffic management

Crews are now moving back to daytime works and will continue construction on the range of other safety improvements such as building the shared user path that’s on the western side of the state highway between Tangimoana Road and Pukenui Road. These works will be carried out under a shoulder closure, with temporary traffic management in place.

Roadside safety barrier will be installed between the path and the northbound lane, and a short section of flexible median barrier (about 700m) is being installed north of the new roundabout to the intersection of Wightman Road. The number of pedestrians and cyclists travelling on the side of the state highway is expected to increase following the construction of the path. These barriers will help protect people using the path, and help prevent head-on crashes on this section of road. We’ve increased the amount of lighting in the area and are also planning to upgrade the intersection of the state highway and Wightman Road by creating a designated right-hand turning bay for traffic.

The range of safety improvements being made on the Bulls to Sanson corridor will make this stretch of road safer for everyone who uses it.

SH1/SH3 Bulls to Sanson

Next month, our crews plan to carry out 2-3 nights of final asphalting works and Stop/Go traffic management is likely. We will advise road users of any upcoming traffic management closer to the time.

Ohakea CVSC project

Next door to the new roundabout, construction on the Ohakea Commercial Vehicle Safety Centre (CVSC) project is also well underway. This new building, on Pukenui Road, will eventually replace the former NZ Police weigh station on SH1/3. Much of the construction for this project occurs off the state highway. The installation of the in-road scales, automatic licence plate recognition cameras and digital signage boards will take place on SH1/3 throughout 2024, and traffic management will be in place for these works.

Ohakea Commercial Vehicle Safety Centre (CVSC)

The repairs mean State Highway 6 Upper Buller Gorge will close for three days and nights next month (29 April to 1 May) so one span of the bridge’s deck can be replaced.

During the closure, contractors will remove the old deck sections before installing steel nosing and guardrail supports on a new deck currently being built. The old slab space will be filled, the road will be resurfaced and the bridge's guardrails and handrails will be reinstalled.

Rob Service, System Manager Top of the South, says the one-lane bridge, originally constructed in 1928, is a vital link connecting Nelson/Tasman with the West Coast.

"The bridge span being replaced as part of our upcoming work was built in 1988. It's stood the test of time for 36 years but now needs some TLC."

"Replacing the bridge deck is the most effective, long-term solution to fix sections of the deck that currently rock and to repair damaged supports and connections. The new deck section has a 100-year design life," Mr Service says.

Mr Service says the three-day closure between the Limeworks and the Lyell Campground means contractors can complete this work safely and, most importantly, faster.

"You simply can't do these repairs on a one-way bridge without closing it. But a full closure does mean the job is quicker to complete."

We appreciate the disruption a full closure will cause, particularly given the detour will add an hour to travel times for people travelling between Westport and Nelson. We are doing all we can to mitigate this, so we have planned this work after the busy summer season and after the school holidays, but before the cold, wet winter months," Mr Service says.

Mr Service urges road users to be aware of the work and adjust their travel plans accordingly.

Contractors will also undertake general maintenance work during the closure, including sign replacement and trimming overhanging vegetation.

This work is weather-dependent and may be postponed at short notice. While the aim is to complete the work in three days, two additional days (2 and 3 May) are planned as contingency days if required. If the work needs to be paused, the closure will remain in place until the work is complete.

Detour route during three-day closure:

Full closure of SH6 Upper Buller Gorge between the Limeworks and the Lyell Campground.

A detour will be in place in both directions between SH6 Upper Buller Gorge via SH65 Shenandoah to Springs Junction; SH7 from Springs Junction, over the Rahu Saddle, and via SH69 Reefton to SH6 Inangahua.

This detour is expected to add an hour to travel time.

Residents can access their property on SH6 on either side of the Limeworks or the Lyell Campground.

NZ Transport Agency Waka Kotahi has two projects underway south of Ātiamuri to widen the road and fit flexible safety barriers.

Near Maroa Road, contractors are finishing works to a 4.5km section where barriers were installed last year. There will be 24/7 stop/go in place for two weeks from Monday 18 March.

Nearby, on the 6.9km section of SH1 south of the Waikato River bridge, stop/go will be in place 24/7 for three weeks south of Ohakuri Road starting from 19 March. Road widening is underway at this site for safety barrier installation. Work is behind temporary safety barriers and there will be a 50km/h speed restriction.

The lane closures also provide opportunities for maintenance work to be done.

The Ātiamuri works are part of a corridor-long focus to improve safety on the 93km between Piarere and Taupō, through road widening and the installation of flexible safety barriers.

Flexible safety barriers are installed down the middle of a road to prevent head-on collisions, or along the side of the road to help stop run-off-road crashes.
NZ Transport Agency Waka Kotahi (NZTA) says the 4.8km Rangiriri section of the Waikato Expressway is down to single lanes with a reduced speed limit due to surfacing work, which will be completed by Easter (weather dependent).

Traffic was delayed at the site last weekend, and similar traffic management will be in place this weekend, before more lanes can open next week.

“Friday afternoon and Sunday afternoon will be the peak times again and people may want to consider using SH2 and SH27 to avoid the Rangiriri works,” says NZTA’s Regional Manager for Infrastructure Delivery, Jo Wilton.

“We don’t expect traffic volumes to be as high as last weekend – when there were multiple events on in Auckland – but using the alternative route will provide a more reliable journey time.”

The Rangiriri section has been under a under 70km/h speed restriction since repairs finished before Christmas, with a settling period required before final chip-seal surfacing.

Contractors began chip-sealing the northbound lanes on 6 March. The southbound final surfacing will run for up to three days from Sunday 17 March. While this work is underway, southbound off and on-ramps to the interchanges will be closed and local traffic going in and out of Rangiriri and Te Kauwhata interchanges will need to use alternative routes.

Sealing work is being done from south to north so the Rangiriri on-ramp will open as soon as possible.

Traffic will continue on a single lane in each direction until the new seal is bedded in and sweeping completed. The contractor and their traffic management staff will continue to monitor the situation and open more lanes as soon as possible.

“If the weather plays ball, Easter holiday traffic will be traveling through here on all four lanes ensuring more reliable journeys times and everyone’s valuable time is spent enjoying the break,” says Ms Wilton.
SH1 surfacing works on SH1 at Rangiriri information sheet - February 2024

Alternative routes:

Auckland to Hamilton: SH2/SH27/SH26 – adds about 30min to journey time.
TREC is an alliance set up to plan, design and manage the delivery of much of the recovery and rebuild work needed on the state highway and rail networks along the East Coast in partnership with local contractors and suppliers.

Since July when TREC was created, the focus has been on recovery work to restore access to parts of the State Highway network, such as the current work to build a retaining wall at Devil’s Elbow on State Highway 2. This recovery work has been progressing well resulting in fast action for communities.

Across Hawke’s Bay more than 11 recovery sites have been completed from a total of 156. A further 33 are in construction and 53 in design.

From next week, TREC is hosting a series of community drop-in sessions (details below) for local communities to get to know more about TREC’s ongoing recovery work, to meet the team and share local knowledge. We’ll be asking people for their views and feedback on potential long-term rebuild projects at Eskdale at the intersection of SH2 and SH5 Napier-Taupō Road, and SH2 at Devil’s Elbow.

At the same time, we’ll be providing a progress update on SH2 Waikare Gorge project, and talking about resilience sites being investigated along SH2 and SH5.

These initial projects are a key focus because they’re all critically important parts of the network to keep freight moving and communities connected, especially in emergencies.

TREC Hawke’s Bay spokesperson Jacob Laird says hi-vis vests and hard hats are a common sight on our network and will be for a number of years.

“These drop in sessions are the perfect opportunity to meet some of the TREC team behind those hi-vis vests and hard hats.

“We want to hear from the people who live and work in these communities and who drive the state highway network regularly.

“We value the support of local communities and communities for their support since Cyclone Gabrielle. We do want to reiterate our thanks to people for their support while we restore access and rebuild a more resilient network,” says Mr Laird.

TREC wants as many people as possible to have their say on the network, and in particular the current focus areas of Esk Valley, and Devil’s Elbow. People who can’t make any of the drop-in sessions are being invited to have their say via an online questionnaire, open from next Monday 18 March through to 16 April on the TREC webpage of NZ Transport Agency Waka Kotahi.

NZ Transport Rebuild East Coast (TREC)

There will be more opportunities to share your views on rebuild work and help shape the future of the East Coast state highway network.

Details of the community drop-in sessions, starting next Monday:

TREC is an alliance set up to plan, design and manage the delivery of much of the recovery and rebuild work needed on the state highway and rail networks along the East Coast in partnership with local contractors and suppliers. We are also working closely with Iwi and council partners.

Since July when TREC was created, the focus has been on recovery work to restore access to parts of the State Highway network, such as fixing damaged sites along SH35 and around Mangahauini. This recovery work has been progressing well resulting in fast action for communities. Across Tairāwhiti more than 120 recovery sites have been completed from a total of 264. A further 25 are in construction and 78 in design. The recovery work will continue until the end of the year.

From next week, TREC is hosting a series of community drop-in sessions (details below) for local communities to get to know more about TREC’s ongoing recovery work, to meet the team and share local knowledge. We’ll be asking people for their views and feedback on potential long-term rebuild projects including Mangahauini Gorge on SH35.

At the same time, we’ll be providing a progress update on large projects such SH35 Hikuwai Bridges and talking about resilience sites being investigated along SH2.

These initial projects are a key focus because they’re all critically important parts of the network to keep freight moving and communities connected, especially in emergencies.

TREC Tairāwhiti spokesperson Richard Bayley says while the alliance is using the expertise of local contractors to carry out work, the input from local communities, iwi, hapū and other organisations is invaluable.

“We want to hear from the people who live and work in these communities and who drive the state highway network regularly.

“We are grateful to communities for all their support since Cyclone Gabrielle, crews for their hard work and road users for their understanding. We know it hasn’t been easy with so many worksites in operation and we do want to reiterate our thanks to people for their support while we restore access and rebuild a more resilient network,” says Mr Bayley.

TREC wants as many people as possible to have their say on the network, and in particular the current focus area of Mangahauini Gorge. People who can’t make any of the drop-in sessions are being invited to have their say via an online questionnaire, open from next Tuesday 19 March through to 16 April on the TREC webpage of NZ Transport Agency Waka Kotahi.

NZ Transport Rebuild East Coast (TREC)

There will be more opportunities to share your views on rebuild work and help shape the future of the East Coast state highway network.

Details of the community drop-in sessions, starting next Monday:

Airport to Botany Rapid Transit project

This long term project is part of the Southwest Gateway programme which will deliver a fast, frequent, high capacity public transport route between Auckland Airport and the city’s southern suburbs of Manukau and Botany.

The decisions on the NoRs follows NZTA and Auckland Transport receiving Council’s recommendation from their independent hearings panel. The hearing was held in August 2023 and Council’s recommendation was issued last December.

Auckland Council will now inform submitters and other interested parties of the decisions and the 15-day appeal period. It is anticipated that the designations should be finalised by the end of 2024, subject to resolution of any appeals that are filed.

The Airport to Botany Busway has been listed as a priority project in the draft Government Policy Statement on Land Transport currently out for consultation.

Current priorities for NZTA include finalising construction of the Eastern Busway, and alongside this planning will also be undertaken in the next three years for the delivery of the Airport to Botany Busway.

Project planning, funding and construction timeframes will be confirmed with the release of the National Land Transport Programme (NLTP) later this year.

Two highway culverts north of Springs Junction and the Lewis Pass scenic route (SH7) are being replaced. This will require a full highway closure for four days, spread over two weeks.

Are there alternatives?

The alternate route is via the Upper Buller Gorge, Reefton, and the Rahu Saddle to Springs Junction, which will take about an hour compared to 45 minutes on the Shenandoah. (See map below).

Dates and midday opening slot

The first two closures are on Tuesday and Wednesday next week, 19 and 20 March. The second two days are the following week on Tuesday and Wednesday, 26 and 27 March.

SH65 will be closed at each end, between O’Sullivans Bridge and Springs Junction, from 6.30 am to 6 pm with an opening from 12.30pm to 1.30 pm for traffic to get through.

People are reminded the route will be open after 6 pm each day through to 6.30 am the next morning, as well as the 12.30 to 1.30 pm slot.

The local school bus will be escorted through and people will be able to access their properties on either side.

This work requires dry weather so if it is wet, it will be re-scheduled.

Contractors will resume drainage works and repairs, reinstate the slow vehicle lane, and bring the entire stretch of road back to 100 km/h by early May.

At the end of last year, contractors worked hard to fix groundwater issues affecting the road surface.

Rob Service, System Manager Top of the South, says these efforts as well as subsequent site monitoring have shown that the groundwater flow has reduced.

“It means we can now get on with reinstating this vital stretch of state highway and make it easier for drivers to complete their travel.”

“To do this, contractors will repair the slumped road surface in the slow vehicle lane and install new culverts across the full width of the state highway, new sumps and drainage channels on the eastern side of the road, and new outlets and bank protection on the western side, then before reinstating the full width of the road,” Mr Service says.

From Monday, 25 March, work will be carried out between 7 am and 5:30 pm under a temporary speed limit of 30 km/h.

From 6 pm to 6 am, work will continue under stop/go. Road users must plan for delays of up to 15 minutes and must factor this into their travel plans. This is especially important for drivers with Cook Strait ferry connections.

Mr Service says stop/go traffic management is needed to keep contractors and road users safe.

“To minimise disruption, we will only do this at night when fewer vehicles are on the road. Contractors will work six days a week to finish the job as quickly as possible.”

“We realise this part of State Highway 1 has been affected for some time, but it has been a big job and has required careful planning and construction,” Mr Service says.

NZTA/Waka Kotahi thanks drivers for their patience and cooperation while these final works are completed. Contractors will make every effort to finish them as quickly and efficiently as possible.

Works Schedule:

Monday, 25 March, to early May (Monday to Saturday – no work on Sundays).

A reduced temporary speed limit of 30 km/h will be in place at roadwork sites between 7 am and 5:30 pm.

Stop/Go traffic management will be in place overnight between 6 pm and 6 am. Expect delays of up to 15 minutes during this time. North bound ferry traffic will be prioritised.

These works are weather-dependent and may be delayed.

There are other work areas on our state highways across the top of the South Island including night works on State Highway 1, near St Andrews south of Blenheim, until 28 March. Please plan ahead to ensure you reach your destination on time.

Map of works area:

Further information about these works can be found on our website

SH1 Picton elevation repairs

Work begins on Sunday 17 March and will take approximately 8 nights to complete (weather depending).

Workers will be on site each night between 8.00pm and 4.30am. During this time there is a full closure of the SH2 City Centre/Mt Maunganui off-ramps for traffic travelling northbound.

This section of the Tauranga state highway network is a critical link for people working, living and playing in the beautiful Bay, explains Roger Brady Bay of Plenty Regional Manager Maintenance and Operations at NZ Transport Agency Waka Kotahi.

“Every day, thousands of people travel through this part of SH2, heading off to hang out in the Mount, or deliver freight to the Port and to work and get home. We need to keep this route safe, smooth and resilient,” says Mr Brady.

These night works will see the rebuilding of a section of SH2. This includes new asphalt layers and road markings.

Detours will be in place while the night work is underway. During the day there is a reduced speed limit in place which will cause delays, this is due to the change in surface levels at each end of the worksite.

“Doing this work at night will help to reduce the disruption, and to keep our road crews safe.”

Road closures, detours or temporary speed limits are also in-place for other works across the Bay. This includes overbridge construction on Cambridge Road (Takitimu North Link), work on SH29 Kaimai Ranges and SH2 between Waihī and Bethlehem, and the final stages at Baypark to Bayfair Link.

“Road works have been a feature of people’s journeys across the Bay of Plenty this summer. We understand this has been frustrating for some drivers, but making the most of the warm and dry weather means our roads will be stronger and more resilient for longer.

“Our advice is to plan ahead and use the NZTA Journey Planner on the day of your travel. You’ll be able to see the latest road and traffic conditions, and make the most out of your travel,” says Mr Brady.

journeys.nzta.govt.nz

Nighttime detour:

Light vehicles: Light vehicles to continue on SH2 to 15th Avenue off-ramp, then to Cameron Road, Elizabeth Street, and then re-joining SH2 at the Elizabeth Street roundabout.

Heavy vehicles – from Tauriko: Heavy vehicles travelling north will be required to take SH29A, and SH2 via Baypark and Bayfair. This will add approximately 10 minutes to travel times.

Heavy vehicles – from Bethlehem: Heavy vehicles travelling east will be required to continue on SH2 to 15th Avenue off-ramp, then through to Turret Road, onto SH29A and SH2 via Baypark and Bayfair. This will add approximately 10 minutes to travel times.

Currently, this is being done during the day under a temporary 30 km/h speed limit.

However, from Thursday, 14 March to Thursday, 28 March, between 7 pm and 6 am (Monday to Friday), contractors will complete the work under stop/go traffic management.

Doing the work at night when traffic volumes are lower is safer for work crews and drivers. It also means the work will have less impact on highway traffic during the day.

Contractors are making every effort to complete this work as quickly as possible and to ensure disruption for road users is minimised.

However, the stop/go night works will affect travel times, and drivers can expect short delays of up to five minutes.

Road users, particularly those with Picton ferry connections, should factor this into their travel plans.

These works are weather-dependent, and timings may change. Updates on the highway’s status can be checked on the NZTA/Waka Kotahi website.

Highway conditions – Nelson/Marlborough
