A programme of works to improve safety and resilience of the Ōtaki to north of Levin transport corridor as well as planning to increase transport choice for the area’s growing population.
If you’re a local business owner with an interest in working on the Ōtaki to North of Levin highway, we want to hear from you.
We’re running a short survey to better understand the local market so we can make sure there are suitable opportunities for local businesses on the project in the future. We also want to identify where we might be able to support businesses to receive assistance in areas they wish to develop.

We expect the project to start seeking sub-contractors, sub-consultants and service providers by early 2025.
If you have any questions about the survey, please email O2NL.localmarket@nzta.govt.nz.
While next steps are underway in the long-term planning for a new highway and walking and cycling path between Ōtaki and north of Levin, safety improvements on the existing highway are also progressing.
Waka Kotahi, Muaūpoko Tribal Authority and local hapū of Ngāti Raukawa ki te Tonga are working together to create a positive legacy for the region while we build a new, safer and more reliable State Highway 1 from Ōtaki to north of Levin.
The new four-lane 24km highway will dramatically improve safety, improve resilience and provide better access to walking and cycling facilities for those moving around or through the Horowhenua District and lower North Island.
During the last five years, 72 people have died or been seriously injured along the route, making it one of the country’s most dangerous sections of road to drive.
The project is part of the Government’s New Zealand Upgrade Programme.

Government has confirmed its commitment to deliver the full scope of the project, as set out in the detailed business case.

Following earlier investigations and community consultation, road safety improvements completed in the Manakau and Ohau townships included speed limit reductions, threshold treatments, landscaping, street lighting and road markings to provide safer cycleways/pull-off areas.
In late 2018 and early 2019 safety initiatives installed from Ōtaki to north of Levin included flexible posts on flush medians, static signs and high-risk signage.
