This series of tables provides information around the investment levels and activities in the 2015-18 National Land Transport Programme (NLTP). The tables include an option to view either the NLTP at its original adoption/publication date or in its current, updated form, taking into account new project funding approvals, cost and scope changes to approved activities and cash-flow adjustments.

Allocation of funds to activity classes

Lists activity classes to be funded through the NLTP and the proposed National Land Transport Fund (NLTF) investment allocation for each activity class. A high level breakdown of some activity classes is provided. The current version is updated daily.
Regional tables of activities Lists activities by region and organisation, or activity class and organisation. Includes Transport Agency nationally delivered activities and the approved and potential NLTF investment in programmes and projects. The current version is updated daily.

NLTP snapshot

A high level view of actual (for completed years) and forecast NLTF expenditure by activity class across the three years of the NLTP. The table is updated each quarter.
Sector research activities A list of approved sector research activities at the start of the 2015–18 NLTP.

Key to information contained in the NLTP tables

Phase type Type of phase
Investigation Phase in which the preferred option is determined and the notice of requirement is developed and progressed through the planning process.
Design Phase in which detailed design of the activity is developed.
Construction Phase in which physical construction of the activity takes place – mostly refers to physical assets – equivalent to implementation phase.
Programme business case The planning stages of an activity or programme of work which develops robust evidence that a decision to invest in a programme of works represents best value for money, based on the problem or opportunity identified in a strategic case.
Indicative business case Where individual activities or combinations of activities within the preferred programme are developed, to provide decision-makers with an early indication of the preferred option for the investment at the activity level.
Detailed business case Where the preferred option is confirmed through more detailed analysis of the costs, risks and benefits.
Pre-implementation Complex activities may undertake a separate phase in order to complete procurement, enabling or other works prior to commitment of implementation.
Implementation Phase in which the activity is implemented. Can be either physical or operational works required to deliver activity and its outcomes.

Regional priority The priority assigned to activities in a Regional Land Transport Plan that have been prioritised by the Regional Transport Committee.

NLTF National Land Transport Fund: the funds available for allocation through the LTMA section 10, as distributed by the Transport Agency through the NLTP.
NLTP National Land Transport Programme: represents the total allocation of investment from all sources to transport activities as approved or managed by the Transport Agency.
C Crown funds allocated from within the NLTF in accordance with schedule 2, clause 14 of the Land Transport Amendment Act 2008. All C funds have been allocated to projects other than $20 million remaining for Bay of Plenty.
R Funds allocated from within the NLTF as regionally distributed funding for the specified region in accordance with Transport Agency policy, to be fully committed by 2018.

External and debt funding Additional crown allocations being managed by the Transport Agency, as part of the NLTP
Auckland Accelerated Programme $375 million, announced May 2014, provided as an interest free loan, to accelerate specified planned Auckland transport projects.
Accelerated Regional State Highway Programme Funding, announced June 2014, to accelerate regionally important state highway projects that would otherwise either not be funded from the NLTF or be programmed well beyond the 2015–18 NLTP, drawing on the Future Investment Fund, within three packages of work.
Urban Cycleway Fund  $100 million Urban Cycleways Fund, announced by the Prime Minister in August 2014, with the aim of accelerating significant improvements to cycling infrastructure in the main urban centres, leveraging off NLTF and local funds.
