Purpose

To seek the Investment and Operations Board Committee’s approval for funding the construction of Stage One (preliminary works) of ARTA’s (for Manukau City Council and ARTA) Manukau Transport Interchange in the Auckland region.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for stage one construction of ARTA’s (for Manukau City Council) Manukau Transport Interchange project (bus interchange and street component) at an estimated cost of $0.87 million and a funding assistance rate of 60% (third party share $0.43 million, NZTA’s share $0.26 million) from N funds;
  • b. approves funding for stage one construction of ARTA’s Manukau Transport Interchange project (rail station enhancements) at an estimated cost of $1.30 million and a funding assistance rate of 60% (NZ Transport Agency’s share $ 0.78 million) from C funds, subject to as a condition precedent:
    • ARTA providing to the Regional Director Auckland and Northland a copy of the signed cost share agreement between it and KiwiRail for Stage 1;
  • c. notes that the construction cost for stages 2 and 3 of the Manukau Transport Interchange project is yet to be confirmed but has been estimated at $18.94 million (NZ Transport Agency’s share $ 11.36 million);
  • d. delegates authorityto the Regional Director Auckland and Northland to approve construction funding for Stages 2 and 3 of the project;
  • e. notes that ARTA and the NZTA are investigating options to ensure that the operational costs of providing the necessary passenger transport services are affordable and that a paper relating to this is being prepared for the Investment and Operations Committee meeting on August 2010;
  • f. notes that the construction cost for the total Manukau Rail Link and Manukau Transport Interchange project, including track components, rail platform, station enhancements and bus interchange involving KiwiRail, ARTA and Manukau City Council (excluding any enhancements related to the Manukau Institute of Technology Campus) is estimated at $88 million;
  • g. notes that the reasons for this decision are as set out in the Reasons for recommendation section and that the profile for the activity has been assessed as HMM; and
  • h. agrees to take Investment and Operations Committee paper 10/07/020 out of committee when the NZTA has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of high strategic fit, medium effectiveness and medium economic efficiency.
  2. This project will contribute to the NZTA’s Investment and Revenue Strategy as it aims to significantly increase public transport patronage during peak times in a major urban area with severe congestion and will help encourage greater use of multi modal public transport trips. The project will also contribute to the LTMA objectives relating to economic development, by providing improved public transport connections between major city and town centres, and to environmental sustainability, by encouraging commuters to use public transport rather than private motor vehicles.
  3. We confirm that the matters in sections 20(2) and 20 (5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
