Cliff Road, St Heliers palisade wall protection works, stage 2 – preventative maintenance funding

Purpose

To seek the Board's approval for funding Auckland City Council's preventative maintenance construction (via Auckland Regional Transport Authority) of a palisade wall in Cliff Road, St Heliers within Auckland region.

Resolutions

The NZ Transport Agency Board:

  1. approves funding to the Auckland Regional Transport Authoirty (ARTA) for the preventative maintenance construction of Stage 2 of Auckland City Council's Cliff Road St Heliers Palisade Wall Protection Works project at an estimated cost of $1.9 million and a funding assistance rate of 43% (NZ Transport Agency's share $817,000) from N funds;
  2. notes that the total construction cost for Stage 2 of this project is estimated at $3.175 million with the remaining $1.275 million being fully funded by Auckland City Council;
  3. requests a Board paper to be prepared outlining the current policy for funding preventive maintenance activities;.
  4. notes the reasons for this decision are as set out in the reasons for decision section; and
  5. agrees to take Board paper 08/11/0105 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high seriousness and urgency, medium effectiveness and high efficiency.

The project contributes to the NZ Transport Agency's objective to undertake its functions in a way that contributes to an affordable, integrated, safe, responsive and sustainable land transport system in an efficient and effective manner. The preferred option of constructing a palisade wall to protect the roadway from further structural damage will ensure permanent access to residents and other users, including cyclists and pedestrians. The preferred option is the most economical long term solution.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
