Manukau transport interchange – investigation funding

Purpose

To seek the Board's approval for funding the investigation of ARTA's (for Manukau City Council) Manukau Transport Interchange (bus and street component) in the Auckland region.

Resolutions

The NZ Transport Agency Board:

  1. agrees with the proposed variation of the Auckland Regional Transport Authority's Land Transport Programme, and approves the addition of the Manukaut transport interchange project to the 2008/2009 NLTP;
  2. approves funding for the investigation concept design of the Auckland Regional Transport Authority's (for Manukau City Council) Manukau Transport Interchange project (bus and street component), at an estimated cost of $350,000 and a funding assistance rate of 60% (NZ Transport Agency's share $210,000 ) from N funds,
  3. agrees that a detailed funding plan be delivered as part of the outputs from this phase, including consideration of developer contributions;
  4. delegates to the NLTP Review Group the authority to approve funding for the design and construction phases of the remaining bus and street components of this project, at an estimated cost of $8 million;
  5. notes that the construction cost for the total Manukau Transport Interchange package, including rail platform and track components involving ONTRACK, the Auckland Regional Transport Authority and Manukau City Council, is estimated at $85 million;
  6. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  7. agrees to take Board paper 09/02/0145 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high seriousness and urgency, medium effectiveness and medium efficiency.

This proposal should contribute to the LTMA objectives relating to economic development, by providing an improved passenger transport connection to a major town centre, access and mobility, by providing high quality connections between sustainable passenger transport modes, and environmental sustainability, by encouraging commuters to use public transport rather than private motor vehicles to access the Manukau city centre.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
