Round 1 domestic sea freight development fund – implementation funding

Purpose

To seek the Board's approval to fund the implementation of selected applications, and its agreement to decline to fund selected applications, from Round 1 of the Domestic Sea Freight Development Fund.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the implementation of selected applications from Round 1 of the Domestic Sea Freight Development Fund, as set out in Attachment 1 of Board paper 08/12/0124, subject to the conditions stated in Attachment 1, at a total cost of $2.01 million from N funds;
  2. agrees to decline funding for the selected applications from Round 1 of the Domestic Sea Freight Development Fund as set out in Attachment 1 of Board paper 08/12/0124;
  3. agrees to defer selected funding applications from Round 1 to subsequent rounds of the Domestic Sea Freight Development Funds as set out in Attachment 1 of Board paper 08/12/0124;
  4. notes the reasons for the decisions are as set out in the Reasons for recommendation section;
  5. delegates the decision under section 20D(3) of the LTMA, to withhold information relating to this decision and the reasons for this decision to the Group Manager Regional Partnerships and Programmes; and
  6. agrees to keep Board paper 08/12/0124 In Committee, due to the commercially sensitive nature of the information contained in the paper, until the Group Manager Regional Partnerships and Programmes has consulted with applicants where it is considered that releasing information would likely to unreasonably prejudice the commercial position of the applicant.

Reason for the decision

The selected proposals recommended to the Board for funding approval have been assessed under NZTA's funding allocation process and have demonstrated that they help achieve NZTS targets and objectives, particularly around the target of increasing coastal shipping's share of inter-regional freight to 30% by tonne-kms by 2040. We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
