(SH1) Additional Waitemata Harbour Crossing – investigation (designation only) and property funding

Purpose

To seek the Board's approval for funding the investigation (designation only) of the NZTA's Additional Waitemata Harbour Crossing project in the Auckland region.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the investigation (designation only) of the NZ Transport Agency's (NZTA's) Additional Waitemata Harbour Crossing project, at an estimated cost of $12.83 million from N funds;
  • b. approves funding for the property purchase anticipated to be associated with the designation of the NZTA's Additional Waitemata Harbour Crossing project, at an estimated cost of $9.14 million from N funds;
  • c. notes that the total property liability associated with designation of the project is estimated at $49 million;
  • d. notes the need to undertake full investigation of options and that this should be progressed as soon as possible to enable the Board's approval of the preferred option and provide certainty around the final macroscope;
  • e. notes that the construction cost for the Additional Waitemata Harbour Crossing project is estimated at around $4 billion; and
  • f. agrees to take Board paper 09/12/0319 out of Committee when the Board has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of High strategic fit and High effectiveness and Low economic efficiency (based on non-monetised benefits of network resilience).
  2. The project contributes to the NZTA’s Investment and Revenue Strategy, which is intended to achieve the impacts set out in the Government Policy Statement issued May 2009. It also contributes to the economic development and access and mobility objectives of the LTMA.
  3. The particular activity to be funded under this application, that is to designate the footprint of the project on the land at both ends and to purchase property associated with the designation, is required urgently in light of the land use changes being proposed for the Wynyard Quarter.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
