(SH1) Puhoi to Wellsford – RoNS endorsement and investigation funding

Purpose

To seek the Board’s endorsement of the strategic intent of the New Zealand Transport Agency’s Puhoi to Wellsford Roads of National Significance component of the package in the Auckland Region and its approval for funding the investigation to preliminary design of the component and for funding the purchase of property associated with the component.

Resolutions

The NZ Transport Agency Board:

  1. endorses the strategic options of the NZ Transport Agency’s (NZTA’s) Puhoi to Wellsford Road of National Significance (RoNS) component of the package;
  2. approves funding for the investigation to preliminary design of the NZTA’s Puhoi to Wellsford RoNS component at an estimated cost of $60.49 million from N funds, subject to:
    1. a hold point at component macroscope, or hold points at stage macroscopes if this is decided more appropriate at the time, to enable the Board to consider and endorse the preferred option(s); and
    2. the inclusion of a strategic study of the Brynderwyn section of SH1 north of Wellsford into the investigation phase to identify solutions for this transport bottleneck;
  3. notes that, whilst funding for property purchase is normally triggered by approval of the macroscope, the selection of a preferred strategic option based on SH1 has narrowed the range of possible alignments so that property purchase can commence with reasonable certainty;
  4. approves funding for the property purchase associated with the package component, at an estimated cost of $33.00 million for the Puhoi to Warkworth stage and $43.00 million for the Warkworth to Wellsford stage;
  5. notes that the construction cost for the package component is estimated at $1,252 million, the 95th percentile construction cost is estimated at $1,437 million and the 5th percentile at $929 million;
  6. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  7. agrees to take Board paper 09/10/0278 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of High strategic fit, Medium effectiveness and Low efficiency.

The Puhoi to Wellsford RONS package component contributes to the NZTA’s Investment and Revenue Strategy, which intends to give effect to the GPS issued May 2009. The component contributes to the purpose and objectives of the LTMA, particularly to its economic development and safety objectives.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
