To seek the Board's approval for funding the design and construction of Greater Wellington Regional Council's urban rail stabling and depot for new electric multiple units in the Wellington Region

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the design and construction of Greater Wellington Regional Council's urban rail stabling and depot for new electric multiple units at a total cost of $28.5 million and a funding assistance rate of 60% from N funds and an additional funding assistance rate of 30% from C1 funds to support local share, resulting in an effective FAR of 90% (NZTA share $25.6 million) subject to Greater Wellington Regional Council, subject to Greater Wellington Regional Council obtaining KiwiRail's Chief Executive's sign off of the final design before construction commences;
  2. notes that this Board paper is supplementary to Board paper 08/10/0064, which was considered at its October meeting;
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section of Board paper 08/10/0064; and
  4. agrees to take Board paper 08/11/0086 out of Committee when the Board has published the notice of decision.

Reason for the decision

The stabling and depot project is a small but essential part of the Wellington urban rail system upgrade. It is an effective project that needs to be implemented as soon as possible to ensure the earliest commissioning of the soon to be arriving Matangi EMU's which is essential to ensure the delivery of the outputs of the Wellington Commuter Rail Business Case 2004. As part of the Wellington Rail Business Case 2004 it has a funding profile of HHL.

This Wellington stabling and depot project is on the critical path of urban rail projects in Wellington now that the new EMUs have been ordered. In the knowledge that the Chief Executive of KiwiRail has endorsed the concept and will be party to the sign off on the final design, we recommend that the Board approve funding for the Wellington Depot and Stabling Project from N funds.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
