Introduction

Work category 125 provides for the operation, maintenance and renewal of public footpaths and facilities associated with public footpaths, such as pedestrian network connections, including stairs, alleyways and off-road connections.

Note: This is a new work category from the 2018–21 National Land Transport Programme.

Qualifying activities

  • Examples of qualifying activities

    Examples of qualifying activities include, but may not be limited to:

    • footpath patching and pothole repairs
    • maintenance and renewal of associated facilities including signs, markings, wayfinding, signals, lighting (including under-veranda lighting where this is owned and operated by a road controlling authority for the purpose of lighting the footpath), hand rails/guard rails, etc
    • footpath renewals, such as resurfacing or reconstruction
    • maintenance of public footpaths connecting the rest of the pedestrian network, including stairs, alleyways and off-road connections (eg public footpaths through parks)
    • routine work necessary to maintain the function, structural integrity and appearance of pedestrian infrastructure that provides access across or under roads, streets, highways, runways, waterways, railways or cycleways
    • routine care of drainage facilities
    • environmental maintenance of footpaths not directly associated with roadways, including litter collection and vegetation control where vegetation would impede safe access and use.

  • Exclusions

    Work category 125 excludes:

    • footpaths and facilities with no direct transport function, eg footpaths and facilities not adjacent to a roadway and not connecting to the wider footpath network. These include but are not limited to paths in parks with minimal or no through function and unsealed off-road recreational paths
    • footpaths and facilities that are not in public ownership or to which the public does not have full access at all times of the day, eg footpaths in parks that are closed to the public at night
    • maintenance of shared pedestrian cycling paths and facilities – these are funded under work category 124: Cycle path maintenance
    • vegetation control, mowing of berms, and sweeping – these are funded under work category 121: Environmental maintenance
    • construction/implementation of new or improved shared pedestrian and cycle paths and walking facilities – these are funded under work category 451: Walking facilities, and work category 452: Cycling facilities
    • items that are not necessary to support the transport function, including items that are not necessary to:
      • achieve statutory requirements, and/or
      • meet legal requirements, and/or
      • meet a customer level of service, and/or
      • meet any stakeholder, partnership and any neighbour agreements, and/or
      • ‘fit’ the context, to integrate transport as per the Waka Kotahi urban design principles
      • reinstatement of excavations/patches caused by utility providers, including the council’s reticulated network provision
      • repair, reinstatement and renewal of private property accessways on the public road reserve, eg driveways
      • repairs to handrails and guardrails associated with road structures – these are funded under work category 114: Structures maintenance
      • renewal of components of footpaths on road structures – these are funded under work category 215: Structures component replacements.
