On 20 April 2012, the NZ Transport Agency lodged its regulatory consents application for the Mackays to Peka Peka project with the Environmental Protection Authority (EPA).

Purpose

The NZ Transport Agency application sought approval to construct approximately 16 kilometres of expressway from just north of Mackays Crossing to Peka Peka Road following the designation set aside for the Western Link Road. The Expressway will pass through Raumati, Paraparaumu and Waikanae between the existing state highway and the coast.

Benefits

The Mackays to Peka Peka route is an important component of the Wellington Northern Corridor which runs from Wellington Airport to north of Levin.

The Wellington Northern Corridor is one of seven ‘roads of national significance’ that the Government has identified as essential state highways which require upgrading to reduce congestion, improve safety and support economic growth in New Zealand.

    The NZ Transport Agency application sought approval to construct approximately 16 kilometres of expressway from just north of MacKays Crossing to Peka Peka Road following the designation set aside for the Western Link Road. The expressway will pass through Raumati, Paraparaumu and Waikanae between the existing state highway and the coast. Construction is expected to start in the second half of 2013 and will take about four years.

    The NZ Transport Agency lodged its regulatory consents application for the MacKays to Peka Peka project with the Environmental Protection Authority (EPA).

    6 July 2012
    The Minister for the Environment referred the regulatory consents application lodged for the MacKays to Peka Peka project to a Board of Inquiry for determination.

    The Board of Inquiry began hearing the regulatory consents application for the MacKays to Peka Peka project from November 2012 to January 2013.

    4 March 2013
    The Board of Inquiry released its Draft Report and Decision on the NZ Transport Agency application for the project.

    12 April 2013
    The Board of Inquiry released its Final Report and Decision on the NZ Transport Agency application for the project.

    10 July 2013
    The High Court heard two appeals against the Board of Inquiry’s decision.

    19 August 2013
    The High Court dismissed the appeals on all grounds.
