Update on the status of the NZ Transport Agency’s Business case approach capability programme.

This Technical Advice Note provides an overview and update on the status of the NZ Transport Agency’s Business Case Approach (BCA) Capability Programme.

The drivers for creating a BCA capability programme was a result of feedback from stakeholders and staff on the current business case approach used by the Agency, specifically:

  • leadership – need to have more effective leading and shaping of change.
  • expertise – continue to lift the Agency’s collective capability and collaboration to better guide and support the sector.
  • expectations and guidance – provide further clarity about what ‘good’ looks like and improve the guidance we provide. 
  • clear and consistent – consistent communication through the use of clear and simple language. 
  • pragmatic and fit for purpose – improve the way we communicate what is sufficient for an investment decision. 

As a result, a two-phased programme of work was developed to deliver a business case approach which reflects the above drivers for change. The programme consists of:

Phase 1 Introductory Learning

  • This is a blended approach (online and paper based) that introduces scenarios and is hosted on the Agency’s upgraded Learning Management System (LMS).

Phase 2 Deep

  • This will deliver a mix of blended, interactive and scenario based modules. 
  • The approach and framework for the Phase 2 modules has been developed. 
  • The programme is finalising the plan for delivery of Phase 2 in early January. Updates on progress for Phase 2 will be via the Agency’s regional representatives.

The BCA project team have engaged with representatives from a range of Approved Organisations, Consultants and representatives and business case experts across the Agency to participate in the building of Phase 1 Introduction Learning module, and intend to continue to use these and other nominated resources for the Phase 2 interactive modules.
