#21-18 Amendments to Contractor Health and Safety Expectations Guideline

Purpose

This note is to advise that amendments have been made to the Waka Kotahi NZ Transport Agency “Contractor health and safety expectations: guidance for supply chain partners” document.  The amended document will apply from the date of publication of this note.

General information

This document was first issued in 2019 and has subsequently been reviewed resulting in several changes. Most changes are minor with a view to ease of use and removal of supplemental documents.

One additional sub-section has been added – “6.5  Worker health and wellbeing”. Waka Kotahi has identified this as a critical risk and, as such, wants to ensure its suppliers are able to demonstrate that they have a proactive, holistic wellbeing strategy that addresses the physical and mental health of its employees.

Changes made

The following changes to the “Contractor health and safety expectations: guidance for supply chain partners” have been made:

  • incorporate the “Minimum requirements – workplace personal protective equipment” table as Appendix A, removing the requirement for a separate document
  • insertion of a new section “6.1 COVID-19 Management”
  • insertion of a new section “6.4 Worker health and wellbeing”
  • update section 7.7 Temporary Traffic Management to manage risk using the risk-based approach in the Health and Safety at Work Act 2015. Adoption of the risk-based approach can be made now and wherever possible to lower the risk to road workers and road users so far as reasonably practicable.
  • update section 6.3 Fatigue Management, removing the requirement for the “Contractor expectations: fatigue management” document
  • the following sub-sections have been moved from section “6. Waka Kotahi Specific Risk Management Requirements” to Section “5. Waka Kotahi General Health and Safety Expectations of Contractors”
    • 6.2 Drug & Alcohol Impairment Management
    • 6.3 Fatigue Management

Communication plan

Our target audience for this document is generally our physical works contractors and Waka Kotahi internal staff.  Advice of these changes will be promulgated by:

  • this note advising the document’s update and release
  • direct access via the website and intranet
  • mailout to our Network Outcomes Contractors and through Infrastructure Delivery to our major construction contractors
  • delivery of a presentation at the industry health and safety group meeting.

Implementation

The Contractor health and safety expectations document is currently published for use on the Waka Kotahi website. This publication will be updated with the new version. 

We will ensure the communications plan is actioned and our major contractors are notified.
