Purpose

This note is to advise the publication of Q06 Standard for supplier quality audits and an update to Z08 Standard for inspection, sampling and testing.

These standards apply to all new Waka Kotahi NZ Transport Agency infrastructure contracts and projects from the date of this notice. Retrospective implementation is not required.

These standards are part of a suite of quality assurance documents under development that should be implemented together, and alongside the supplier’s own quality processes.

Q06 summary

Q06 Standard for supplier quality audits sets out quality audit requirements for supplier delivering Waka Kotahi infrastructure works and projects. They are consistent with international best practice. A quality audit regime is a key component of quality assurance, and is needed for certification of quality management systems.

The expected outcome of the Q06 Standard for supplier quality audits is to provide assurance to Waka Kotahi that an appointed supplier’s quality management plans meet specified standards and that suppliers are adhering to their plans, and other quality system requirements.

Z08 summary

Z08 Standard for inspection, sampling and testing defines minimum requirements for inspection, sampling and testing. Z08 includes an Inspection, Sampling and Test Schedule (ISTS) that must be customised and completed for individual projects. The ISTS provides a set of prompts for the most common construction components of transport assets and that supports customisation but should not be considered to be a comprehensive list of requirements. A pre-worked example is included to illustrate how the ISTS is expected to be completed.

Each ISTS shall meet the minimum testing and inspection requirements and frequencies specified in the relevant sections within the standard, the technical specifications, and project-specific detailed design specifications. The ISTS refers to source standards and specifications applicable to transport asset or construction components, the testing requirements and frequencies where applicable. 

Consultants and Contractors are expected to work collaboratively to produce an integrated and project specific ISTS upfront in conjunction with the development of the project quality management plan (QMP).

The expected outcome of Z08 Standard for inspection, sampling and testing is clarity as to requirements, consistency in the development and review of Inspection and Test Plans (ITP), better scoping and budgeting for laboratory services, and improvements in compliance with the standards requirements.

The update to Z08 Standard for inspection, sampling and testing expands on inspection and testing requirements currently stated in Z01 Quality management plan and connects the design specification with construction compliance. The update also refines the Inspection, Sampling and Test Schedule (ISTS) template as per the recommendations made in the “Review of State Highway Pavement Delivery for NZ Transport Agency – January 2020.”
