Infrastructure procurement strategy

This Infrastructure procurement strategy sets out strategic objectives for infrastructure procurement, describes how Waka Kotahi will procure the current National Land Transport Programme (NLTP), and provides strategic guidance to our teams when designing and selecting procurement approaches. This strategy is currently under review to reflect new funding sources and investment programmes, and will be formally updated following the finalisation of the 2021 Government Policy Statement on Land Transport (GPS).

Aspects and impacts of state highway activities

In order to ensure value-for-money and consistent environmental impact assessment and mitigation across the state highway network, the Environment and Urban Design team works closely with project managers to collect best practices, identify relevant international trends and develop New Zealand specific guidelines. We have prepared a high level aspects and impacts register which lists all the potential environmental and social impacts of state highway activities. Impact assessment guides help to achieve a nationally consistent application of assessment methods within the context of Transport Agency business processes. Environmental and social impact assessments assist in evaluating options; understanding and mitigating impacts; making decisions to progress a project; as well as supporting statutory approvals for approved projects.

State highway network outcomes contract management manual (SM034)

A manual to provide guidance and assistance to Waka Kotahi NZ Transport Agency staff involved with Network Outcomes Contracts. The manual covers the contract cycle from procurement, contract establishment, contract management, and the maintenance, operations and renewal delivery annual cycle, through to the final year and contract close-out. It contains checklists, processes, forms and examples, and guidelines for elements of the contract.  

The NOC contract document sets the contractual arrangement and specifications in SM032. SM034 sits alongside this to further explain processes in the NOC and who is responsible for them, with a focus on Waka Kotahi contract management processes. Disclaimer

Contract procedures manual (SM021)

Waka Kotahi NZ Transport Agency's Contract procedures manual contains procedures for procurement. Part A contains procedures relating to the contracting of professional services and physical works that are included in the National Land Transport Programme (NLTP). Part B contains guidance, procedures and processes that govern corporate procurement (non-NLTP-funded).
