The Waka Kotahi NZ Transport Agency's Non-monetised benefits manual provides guidance and instruction on land transport non-monetised benefit measures, including definition of each measure and its data sources (where centralised data is available) and, where available, instructions on how to determine baselines and forecasts for the measure (see Tools and resources).
The Non-monetised benefits manual contains details of those benefit measures for which Waka Kotahi holds centralised data. Details for the remaining measures will be provided in future updates.

The Non-monetised benefits manual provides guidance on forecasting of benefits measures. In the sections below you will find pilot methodologies and links to associated forecasting tools.
Death and serious injuries (DSI) is a measure to determine a project’s impact on user safety and social cost.
To ensure consistency and assist Approved Organisations to develop forecasts, a suite of tools that provide approaches suitable for different types of investments have been developed.
