The Road Controlling Authority Temporary Traffic Management Centre (RTTMC) is our national centre of excellence for managing temporary traffic management on the state highway network.
The RTTMC covers all state highways in New Zealand except the following areas, which are managed directly by local network alliances or Public Private Partnerships:

The ASM alliance manages state highway operations and maintenance across the Auckland region excluding Pūhoi to Warkworth motorway.
The Pūhoi to Warkworth motorway is managed by a Public Private Partnership.
If you plan to carry out temporary traffic management on the Auckland state highway network or the Pūhoi to Warkworth motorway, you will need to submit your traffic management plan via myWorksites.
The Wellington Transport Alliance (WTA) delivers operations and maintenance for state highways in the Wellington and Wairarapa regions.
Although the Transmission Gully motorway is maintained separately under a Public Private Partnership, WTA administers temporary traffic management approvals for this section on behalf of NZTA to support network-wide coordination.
If you need to work on these state highways or the Transmission Gully corridor, submit your traffic management plan to WTA through Submitica.

Approvals needed to access the state highway

This lets us work with you on the likely impacts and complexities of your activity before you prepare your full TMP.

CloseYou’ll need to consider any safety risks, impacts on other people and traffic, and the condition of the state highway.
Risk planning is a legal duty under the Health and Safety at Work Act 2015 and it includes an expectation to consult, coordinate, and cooperate with others.
CloseYour traffic management plan (TMP) explains how you’ll manage safety and traffic impacts.
It should reflect the New Zealand guide to temporary traffic management (NZGTTM) and provide enough detail to meet our responsibilities as a Road Controlling Authority (RCA).
Once your TMP is ready, you can submit it in myWorksites. If you also need a CAR, you can submit that in Submitica at the same time.
Note: TMPs based on the code of practice for temporary traffic management (CoPTTM) are accepted but must still include the information required under the NZGTTM and relevant laws. Older or template-based TMPs that follow CoPTTM may not meet this standard and may require further information.
CloseWe will review your TMP and confirm whether it meets our safety, regulatory and network management duties. You may also hear from our regional staff about your CAR, if one was submitted.
Note: NZTA is only responsible for the state highway network. If you’re proposing to place equipment or work on any roads other than state highways, you’ll need to obtain separate approval from the council responsible for those roads.
CloseEvery time you use your approved TMP it must be matched by a confirmed ‘scheduled deployment’ that covers the specific date, time and location of your activity.
To secure a scheduled deployment you must request a time and space booking by emailing rttmc@nzta.govt.nz a completed RTTMC deployment spreadsheet to confirm when and where you’ll be on the road.
If your TMP is intended to be used on multiple occasions, such as at different times or in different locations, you must submit a time and space booking for each individual instance. You can submit these bookings at the same time, but each use must be covered.
Your TMP is only valid for use when an approved time and space booking exists for that exact occurrence.
If your plans change, for example, you need extra days, fewer days, or different times, you must update your time and space booking. This ensures your activity doesn’t clash with others and protects network performance.

If your activity is in Wellington, Auckland, on the Pūhoi to Warkworth motorway or Transmission Gully motorway your application process is different.
CloseDuring the year there are a number of moratorium periods – times when no work can occur on or near state highways. The most common triggers are long weekends or holiday periods when keeping roads clear helps everyone travel safely, and on time. The list of current moratorium periods can be found in the National RCA Operating Plan.
A moratorium can cover a single corridor, a whole region or the entire network. We publish the dates and rules early within the National RCA Operating Plan, via myWorksites banners and in traffic management plan approval conditions.
On occasions work will be required during a moratorium. Our regional teams approve these requests on a case-by-case basis to ensure coordination across the corridor.
