Implementation timeframes and activities

Asset Management Data Standard (AMDS) implementation has been phased over five years, Road Controlling Authorities (RCAs) have been allocated an implementation tranche.

AMDS implementation is phased over five years starting, 1 July 2022 and completing by 30 June 2027. It is expected that all RCAs will have adopted AMDS by 30 June 2027.

Implementation activities

The AMDS implementation framework has three stages: pre-implementation, implementation and post implementation. Four quality gates provide opportunities for the RCA and Waka Kotahi to discuss risks, challenges and achievements before deciding to proceed

The AMDS implementation framework has three stages, pre-implementation, implementation and post implementation. Four quality gates provide opportunities for the RCA and Waka Kotahi to discuss implementation risks, challenges and achievements before deciding whether to proceed.

Pre-implementation is estimated to take 6-12 months. These activities will enable you to understand the scope and impacts of your AMDS implementation and estimate timeframes and costs. Pre-implementation includes the following activities:

  • planning
  • current state analysis of asset data and system integrations
  • change impact assessment
  • communications and engagement planning.

For most RCAs implementation will take around 6 months. When identifying your key implementation dates, it is important that you talk to your suppliers to ensure that they can be ready for AMDS and identify any activities that need to be coordinated, such as training. The implementation stage includes the following activities:

  • data mapping and migration
  • software update
  • integration updates
  • user acceptance testing
  • training
  • updates to documentation
  • communications and engagement.

Post implementation is an opportunity to reflect on your implementation and identify insights that can be shared with other RCAs. This stage includes:

  • data quality assessment
  • lessons learnt
  • AMDS community of interest.

For larger, complex RCAs we recommend you allow additional time and undertake a current state analysis of your asset data and system integrations early. This is a key input to your planning.
