State highway control manual (SM012)

This manual sets out Waka Kotahi NZ Transport Agency powers and policy with regard to state highways. The manual details procedures for protection, control, asset management and work execution. It references empowering legislation and provides guidance for staff, consultants, territorial local authorities (TLAs), regional councils and other bodies in their dealings with state highways.

State Highway Control Manual (SM012) consultation
The State Highway Control Manual sets out policy and guidance for the management of the state highway network and interaction with the community and various entities that want to use the highways. These things evolve and change over time and every so often there is a need for a full refresh. This gives an opportunity to consider whether information in the Manual needs updating, whether it needs removing or whether there is information missing that should be added. Two months will be allowed for response and this will close at the end of normal business on 30 September 2023.

Consolidated versions

To provide better user access, it has also been reformatted by consolidating subject matter. This helps by making information quicker to find and allows for faster updating.

Operation of drones on state highways

From August 2015, the policy on operation of drones on state highways was added to Part 3 of the manual.

From December 2021, the policy for the revocation of State highways was amended in Part 11 of the manual.
