Guidance for RCAs

Guidance has been developed to help road controlling authorities (RCAs) interpret and apply the Land Transport Rule: Setting of Speed Limits 2024 (the Rule). 

This includes providing information to assist RCAs to comply with requirements for speed limit reversals and variable speed limits outside school gates, as outlined in the Rule.

It also includes information to help RCAs if they choose to develop speed management plans (which are optional under the Rule) or speed limit proposals via the alternative method, plus some guidance to assist RCAs to comply with consultation, cost benefit disclosure statements and other Rule requirements.

There is also an optional impact analysis tool developed by the Ministry of Transport and NZTA to assist RCAs to meet cost benefit disclosure statement requirements under the Rule.

Applying for funding

Approved Organisations (AOs) can apply for funding from the National Land Transport Fund, during the 2024-27 National Land Transport Programme (NLTP), towards costs associated with implementing the changes necessary to give effect to directions set out under the Rule.

The following process applies to AOs, excluding NZTA. This includes AOs with no approved allocation of funding for a Local Road Improvements Low Cost Low Risk (LCLR) programme in the 2024-27 NLTP.

1. AOs to identify actions required to implement the Rule and estimate the associated costs.
2. AOs to use this information to prepare a cost-scope adjustment in Transport Investment Online (TIO) to their LCLR programme, under the Local Road Improvements activity class through Work Category 341: low-cost, low-risk improvements.

NZTA will assess applications against the Investment Prioritisation Method and will advise if/what funding is approved.     

The deadline for initial applications is Tuesday 25 February 2025.
