As a self-financing scheme, the Clean Car Discount’s rebates and fees require regular review and adjustment to ensure fees generate enough revenue to fund the scheme’s rebates and administration costs. From 1 July 2023 rebates and fees for the Clean Car Discount will be changing.

Some of the changes are:

  • a special rebate for new and used low emission disability vehicles will be introduced
  • for new vehicles, the maximum rebate will decrease, and the maximum fee will increase
  • the threshold at which vehicles will be subject to fees will reduce from 192 grams of CO2 per kilometre to 150 grams.

Rebate and fee pricing at each CO2 value

Rebate and fee pricing is based on a vehicle’s CO2 emissions (CO2 grams per kilometre). The Rightcar website is a helpful resource for finding estimated emissions by make or model.

  • Vehicles with emissions between 0 – 100 (g CO /km) will be eligible for a rebate.
  • Vehicles with emissions between 101 – 149 won’t be eligible for a rebate or incur a fee. We refer to this as the zero band.
  • Vehicles with emissions between 150 – 345 will incur a fee

Summary of 1 July changes to rebates

Zero emission vehicles (EVs)

For new models, the rebate will reduce from $8625 to $7015.

For used imports, the rebate will increase from $3450 to $3507.50.

Low emission vehicles The threshold at which low emission vehicles will be eligible for a rebate will change from 146 g CO2/km to 100 g CO2/km.
Zero band range vehicles Some vehicles won’t be eligible for a rebate or incur a fee. The zero band range will be 101 – 149 (g CO2/km), down from 147 – 191.
Rebates rates for new vehicles

The rebate rate per gram of CO2 in the range of 60 – 100 will be $57.50. The current rate is $51.55.

The maximum rebate will decrease from $5750 to $4025.

Rebates rates for used vehicles

The rebate rate per gram of CO2 in the range of 60 – 100 will be $28.75. The current rate is $20.62.

The maximum rebate will decrease from $2300 to $2012.50.

Disability vehicles* 

A special rebate for new and used low emission disability vehicles will be introduced: $11,500 for a battery electric vehicle, and $5750 for hybrids.

*Disability vehicles are vehicles modified to carry people seated in wheelchairs or which have swivel seats for easier entry/exit. These vehicles must be certified as disability vehicles and be first registered in New Zealand.

Eligibility criteria

While rebate thresholds are changing, eligibility criteria will stay the same:

  • vehicles must be registered in New Zealand for the first time
  • be purchased for less than $80,000 (New Zealand dollars) including GST and on-road costs
  • and have a safety rating of three or more stars from the Rightcar website
