This report comprehensively reviews the available methods and data sources for constructing multi-dimensional accessibility measures for New Zealand and also estimates economic values.
Our results suggest that the common administrative (cumulative) accessibility measures fail to explain the social welfare value of access.
The multi-dimensionality of access requires considering different aspects of access in decision making with estimates of the social value producing a willingness to pay (for access gain) of $14,266 per household per year and a willingness to accept (for access loss) of $46,488.
The project outputs provide helpful information for accessibility-based appraisal methodologies focusing on land use and transport integration and the report provides a toolkit for constructing accessibility measures.
