Notes

NZTA requires all professional services procurements released to tender from 2 July 2025 to use the new manual.
An updated version of the Consultancy Agreement template was published on 12 November 2025 and must be used from this date.
Contractor health and safety expectations now supersedes Z/5, Z/13 and all other minimum standards related to health and safety.
For professional services that are not suited to SM030, it may be more appropriate to use the Government Model Contract for Services [PDF, 400 KB]
