Speed limit reviews under the 2024 Rule

From mid-2025 NZTA’s state highway speed management focus is on:

  • variable speed limits outside schools with gates on state highways (before 1 July 2026)
  • speed changes linked to projects, including intersection speed zones (ISZs).

We're considering current and future speed limit change requests between now and 2027 as part of our assessment process.

Any proposed speed limit changes must align with the Rule and can only be progressed once funding is available to plan, consult, set and implement a changed speed limit. Note funding is limited this National Land Transport Programme 2024-27.

If a proposed speed limit change progresses, the final decision will be informed by technical factors, safety and cost analysis, public consultation outcomes and required approvals.

Waikato and Bay of Plenty speed limit consultation

We are consulting on a proposal to install 7 Intersection Speed Zones (ISZ) in the Putāruru, Whatawhata, Piarere and Wāharoā area, Waikato and Rotorua, Lake Rotoiti and Te Teko, BOP locations. We are also consulting on a change of speed on SH33 Waipuna Bay and speed limits on 2 new on and off ramps on Tauranga Eastern Link.

SH22 Drury speed limit review

Current limit: 80km/h
Proposed limit: 60km/h
Road type: state highway

We're proposing to change the speed limit from 80kmh/ to 60km/h on an approximate 1km section of State Highway 22 (SH22) / Karaka Road at Drury from near the Burberry Road intersection to beyond the Jesmond Road intersection. This is proposed under the Land Transport Rule: Setting of Speed Limits 2024

Targeted speed limit reviews – Canterbury, West Coast, Southland

We’re proposing lower speed limits at selected South Island locations.
These changes include Intersection Speed Zones (ISZ) at high-risk rural intersections, as well as new permanent speed limits for project-related areas and a small number of community-requested locations.

Otago speed limit reviews

We consulted on some state highway locations in Otago as part of proposals to set lower speed limits to better reflect the road environment and respond to community concerns. These include 2 high-risk rural intersections with SH1 Moeraki and 2 townships: SH1 Hampden, North Otago and SH8 Ettrick, Central Otago.

SH26A Morrinsville Road speed limit review

Current limit: 80km/h
Proposed limit: 50km/h, 70km/h
Road type: urban connector, peri-urban

To support SH26A Morrinsville Road’s transfer to a local road, speed limits are under review. The proposal is to reduce speed limits from 80km/h to 50km/h from existing 80km/h sign to northeast of Silverdale Road and from there 80km/h to 70km/h to southwest of Ruakura roundabout.

SH6 Ellis Street/River Terrace Road Intersection Speed Zone consultation​

Current limit: 80km/h
Proposed limits: Intersection Speed Zone 60km/h
Road type: urban connector

We’re proposing to install an Intersection Speed Zone where State Highway 6 and Ellis Street in Brightwater meet. This would introduce a variable speed limit of 60km/h on the state highway that would operate when people use the intersection. At all other times, the speed limit would remain 80km/h.

Speed limit review on SH1, Motutere, Lake Taupō, Waikato

Old SH1 Peka Peka to Ōtaki speed limit consultation

We’re proposing a 60 km/h speed limit on State Highway 3 (SH3) from north of Kerry Road to north of Fantham Street in Hāwera. The speed limit on this section is currently a mix of 70km/h and 100km/h. We're inviting your feedback on the proposal and on any local factors that should be taken into account.
