Contractor prequalification

Only contractors who are registered as ‘prequalified’ by us may be eligible to tender for state highway contracts with us without having to go through the preliminary formalities every time.

The prequalification system is an acknowledgement of your qualifications and experience – and it simplifies the tendering process, saving time and effort in the tender process.

Prequalification is available for four categories (each with four levels):

  • routine and minor works
  • surfacing
  • bridge construction
  • construction.

How to apply for prequalification

Waka Kotahi NZ Transport Agency is moving to a new health and safety and physical works prequalification system. This move is aimed at reducing costs for our contractors and simplifying health and safety prequalification, which are part of our commitments under the Construction Sector Accord.

Construction Sector Accord(external link)

This means that we will no longer use ISN for prequalification. Health and safety prequalification will be achieved through Tōtika, and physical works prequalification will be achieved through a free-to-use Waka Kotahi in-house system currently in development.

Contractors seeking to apply for prequalification should:

  • Sign up for Tōtika following the steps on the Tōtika website for Contractors and Suppliers. Please notify Waka Kotahi via prequalification@nzta.govt.nz when this process is complete.
  • Supply all documentation requested by Waka Kotahi in the Prequalification information pack below by emailing prequalification@nzta.govt.nz. We will ensure your information is uploaded to the new system.
