State Highway 88 realignment project – further investigation and design funding

To seek the Board's approval for funding the further investigation and design of Dunedin City Council's State Highway 88 Realignment Project

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the further investigation and design of Dunedin City Council's State Highway 88 Realignment project, at an estimated cost of $450,000 and a funding assistance rate of 65% (NZTA share $293,000) from R funds, subject to agreement being reached between the New Zealand Transport Agency (NZTA) and Dunedin City Council, prior to lodging an application for construction funding, as to the share of the proceeds from the sale of the public roads stopped by the stadium project, which should contribute to the total construction cost of the project;
  2. notes that the Board's approval of funding investigation and design of this project is being sought due to the NZTA's significance policy, and agrees that future funding applications for the project may be approved by the Group Manager Regional Partnerships and Planning, as the size of the project is within his delegated authority;
  3. notes that the construction cost for Dunedin City Council is estimated at $15.90 million;
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  5. agrees to take Board paper 09/08/0245 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high strategic fit, high effectiveness and low efficiency.

The project contributes to the NZTA's Investment and Revenue Strategy, which intends to give effect to the GPS. It provides a responsive, integrated solution to a significant land use change and will contribute to economic development and safety objectives of the NZTS.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
