The National Land Transport Programme (NLTP) represents our commitment to all New Zealanders to provide them with a safe, accessible and connected transport system. It sets out how we’ll use national land transport funding.
The National Land Transport Programme (NLTP) is a three-yearly investment package that ensures transport can be delivered nationally, regionally and on a local authority level.
The 2018–21 National Land Transport Programme (NLTP) is our key commitment with the sector for how we will use national land transport funding to provide all users of the transport system with a safe, accessible, efficient and integrated network they can rely on.
The GPS sets out the Government’s strategic direction for the land transport system over the next 10 years and is updated every three years.
We’re preparing for the 2021–24 National Land Transport Programme (NLTP) and want to share more about the development work happening across Waka Kotahi.
The IAF is the framework Waka Kotahi uses to assess and prioritise projects and programmes for inclusion in the NLTP. It helps our investment partners to understand how projects will be prioritised under the GPS and to frame-up Regional Land Transport Plans (RLTPs).
A new targeted enhanced funding assistance rate (FAR) has been approved by the NZ Transport Agency to assist councils in bringing forward new high and very high priority locally-led improvement activities for the 2018-21 National Land Transport Programme (NLTP).
Projects are re-evaluated to ensure they align with the new priorities and strategic direction set out in the Government Policy Statement (GPS) on land transport.

The Waka Kotahi Investment Proposal outlines our investment approach for state highway maintenance and improvements, and nationally delivered programmes, such as national road safety education and advertising, research programmes and the national ticketing system.
