Planning & Investment Knowledge Base


The Planning & Investment Knowledge Base sets out the policies, principles and processes for all investment from the National Land Transport Fund in land transport. This guides all organisations to plan, develop and manage the activities for which they seek funding assistance from the Transport Agency.

Developing Programmes

This section provides guidance around the development of Approved Organisation and regionally delivered Transport Agency programmes for input to Regional Land Transport Plans (RLTPs), the Transport Agency's National Programme, the Road Policing Programme, RLTPs and the National Land Transport Programme. Development of activity class programmes, e.g. road maintenance programmes, is covered under the Activity classes & work categories pages.

2018–21 NLTP Investment Assessment Framework (IAF)

The Transport Agency’s Investment Assessment Framework (IAF) is used to assess and prioritise programmes, plans, projects and other activities.

This section contains information about the assessment of activities by the various activity classes.

Activity classes & work categories

Activity classes and work categories are groupings of similar outputs from investments through the National Land Transport Programme (NLTP). Investment proposals have to identify the correct activity classes and work categories as part of the NLTP inclusion and funding approval process.

Monitoring and reporting on investments

This section provides information about the different investment assurance activities of the Transport Agency. to ascertain that investments through the National Land Transport Programme have achieved the expected benefits at the expected cost.
