The Infrastructure risk rating manual: Road to Zero edition (IRR) is a proactive method for assessing road safety risk developed by Waka Kotahi NZ Transport Agency. IRR is based on the Star Rating approach of coding road and roadside features to model the underlying risk of a road section but requires fewer inputs.
