Land Transport Benefits Framework measures manual

Published: | Category: Benefits & economic evaluation , Manuals | Audience: Local & regional government

The Waka Kotahi NZ Transport Agency's Land Transport Benefits Framework measures manual (previously called the Non-monetised benefits manual) provides guidance and instruction on the benefit measures, including definition of each measure and its data sources (where centralised data is available) and, where available, instructions on how to determine baselines and forecasts for the measure (see Tools and resources below).

The manual was renamed for version 2 (June 2023) to better reflect the purpose and content of the manual.

This manual should be read in conjunction with:

  • the 'Benefits management guidance' section of our website, which provides an introduction to the Land Transport Benefits Framework, how to use it in planning and business cases, and benefits management in the National Land Transport Programme
    Benefits management guidance
  • the Monetised benefits and costs manualthe industry’s standard for the economic evaluation (benefit–cost ratio calculation) of land transport activities in New Zealand.
    Monetised benefits and costs manual
