Introduction

This page provides the steps Waka Kotahi NZ Transport Agency will take in preparing the Waka Kotahi Investment Proposal. The proposal sets out the Waka Kotahi (for its own activities) overall programme of activities in response to the opportunities and levers identified in Arataki to give effect to the Government Policy Statement on land transport (GPS). This overall programme of activities includes those for which Waka Kotahi (for its own activities) will seek funding from the National Land Transport Programme (NLTP) through the respective regional land transport plans (RLTPs), as well as nationally delivered or managed activities for which Waka Kotahi (for its own activities) will seek funding directly from the NLTP.   

Process steps

  1. We (Waka Kotahi as investor) provide GPS investment signals to Waka Kotahi (for its own activities) based on Arataki, which is our 10-year view of what is needed to deliver on the government’s current priorities and long-term outcomes for the land transport system, and government signals associated with the development of the next GPS.

  1. We provide budget signals from initial organisational business planning and NLTP forecasting.
  2. Waka Kotahi (for its own activities) considers the investment and budget signals, and develops and updates its programmes of work.
  3. Waka Kotahi (for its own activities) submits its programmes and activities of work to the Waka Kotahi business planning and budgeting process.
  4. We (Waka Kotahi as investor) review the programmes to ensure their information is complete and they are eligible for funding assistance from the National Land Transport Fund. We make an initial preliminary assessment using the Investment Prioritisation Method and prioritise the activity.
  5. We decide whether the activity should be included in the Waka Kotahi Investment Proposal. If not, Waka Kotahi (for its own activities) may modify the programme of work by returning to step 3.
  6. If the decision is that the programme or activity should be included in the Waka Kotahi Investment Proposal, Waka Kotahi (for its own activities) submits its applications for NLTP inclusion via Transport Investment Online.

  1. We (Waka Kotahi as investor) finalise our assessment and prioritise the submitted programmes and activities within and across activity classes.
  2. The status of the programmes and activities are finalised once the NLTP is adopted. Items in the NLTP will then be progressed through the funding approval processes when the business owner for the activity submits it for funding consideration.

Timelines

We (Waka Kotahi as investor) will provide timelines for programme development as part of our planning and investment signals. Some of these will be indicative initially, for example NLTP adoption, until confirmed by the Waka Kotahi Board.
