Approved organisations and Waka Kotahi (for its own activities) are required to develop programmes of their local and regional land transport activities and submit these for inclusion in regional land transport plans, in order to obtain funding from the National Land Transport Fund.

The National Land Transport Programme (NLTP) is a key means by which Waka Kotahi NZ Transport Agency gives effect to the Government Policy Statement on land transport. The NLTP provides contextual information on national and regional issues, priorities and proposed activities. It prioritises the activities proposed for investment from the National Land Transport Fund and is developed every three years.
